Leo Wallach is Vice President of Winner & Mandabach Campaigns, a national political consulting firm that specializes in ballot measure campaigns, including initiatives, referenda and bond issues. Winner & Mandabach has a uniquely successful track record on measures related to gaming, having directed successful gaming campaigns in 12 states, far more than any firm in the country. Leo is a veteran of more than 15 ballot measure campaigns, and he served as campaign manager on the firm's recent gaming campaigns in California, Arkansas and Ohio.
